is it possible to configure smart actions to capture remarks as a data field?

Unfortunately, no, there is currently no functionality in SmartActions that allows you to gather comments. I believe this has been previously logged as a feature request, but it is always a good idea to log a new feature request, as that factors in to which features get included at which point in the product.
