Symptoms
In this case the user could only see the Appit app in the store if the user was a farm admin.
Diagnoses
A given user needs read permissions on the app catalog in order to see the apps that it hosts which the farm admins had but the site collection admins didn't.
Resolution
Granting the specific users read permissions on the app catalog they could then see the app and add the app.
