Is there any simple way for creating workflow forms by non-technical forms? I've heard about something called SmartForms. What is that? is it intended to be release anytime soon?

You could try the forms generation client event wizard. The wizard will generate a basic page with any fields and SmartObjects you specifiy.
You might also take a look at InfoPath.
