Symptoms
User needed to grant admin rights to K2 Management for a training exercise and also wanted to verify that that could not be tailored to the sit collection level.

Resolution
You will need an account with admin rights to grant rights within K2 Management:
1) Go to K2 Management
2) Drill down into Workflow Server>>>Server Rights
3) Add the other account to the Server Rights list and give it Admin, Export and Impersonate rights.
