I would like a Workflow to be triggered when changes occur for documents held in a document set, but I do not want a Workflow to occur if a new Document set is created or properties change within the document set. In short if there is any modification made to the underlying documents or a new document is added to the document set then I want the WF to run ? Is this possible ?

What you could do is - in your "Conditional Starts" - tell it only to start if the Content Type of the modified item contains "Set" (or you can say equals Document Set, but just in case you have different kinds.) Then it will only run if it's not a document set content type.
I have the same problem ... I tryed your solution but it's not working ... impossible to trigger file item in document set ... ( working on On Premise)
