Example: Workflow has 4 steps (A B C D) with 2 steps within each one. Every step is working as it should be and sending appropriate notifications except one. Step C has the same RunIF conditions based on that field and notifications go to the same folks as all the other steps however notifications for only step C are not working. Any thoughts?

If you delete the actions and recreate them does that resolve the issue?
If you export and import the workflow into another list do you see the same issue?
If you create a ShaerPoint designer workflow with the same structure do you see the same issue?
