Nothing happens when I click (or double click) on either of these icons.
I'm trying to insert a reference for Item URL in an email notification but want to change the display text of the URL.

Sounds like a browser issue.
Try another browser to start with.
Make sure your environment is listed in the trusted sites in the internet options. Something is blocking the dialog boxes from popping up.

+1Thanks Simon, found out for some reason if had to do with our VPN; I switched to a virtual desktop and everything worked.
