Currently I using the on-premise Nintex form 2019 integrate with SharePoint, is it possible to change the ribbon of the multiline text to above of text instead of SharePoint ribbon?
Change each of the multiline text to
Nintex Form Multiline Text Ribbon

in older sharepoints, if you selected 'rich text' type of control, the ribbon was shown within the control. if you selected 'Enhanced rich text' it was shown on the main ribbon.
doesn't it work so on 2019 anymore?
