convert document works with documents - not nintex forms.

you will need enterprise licence of nintex forms to do this, or there are other approaches such as:

I agree with Cassy on this. instead of just converting the form to PDF, the easiest option would be to create a PDF tagged with the form fields as a document and use doc gen to create that via workflow. Gives you more control over the print process as well.

Otherwise, the print to PDF is available as an enterprise feature.

We do have the Enterprise license. How do we convert a form to a pdf with that? 

When we publish the form, the "print to pdf" button is no longer available, so we need to convert the form to pdf via the workflow.
