Needs a solution to identity if a List is starting to reach it's threshold. This would be a check against a list or library if the list was greater than a determined amount.

Relating to your enviornment, you would need to modify the SharePoint SmartObject call (ID) in the workflow.
Data Transfer > Transfer Data > To Integer > Count > Smartobject call to SharePoint 2013 ID value.
