However, try to restart the workflow on the old items created say between 1/1/2020 to 20/01/2020, all the manual restarted workflow would have startus of "Fail on srta

What is the error in the ULS logs?
How was the old data created? Was it migrated from somewhere else? Did it use the same form as the new items?
+6I have come across this behavior as well, could never quite figure out why but found that opening, editing and saving the item would resolve this, it's almost like there is suddenly some kind of bug which goes away when you edit it.
