Is there a way to provide a link in an email that users could click on and be able to view the infopath form regardless of what step in the workflow the infopath form is at?

Hi ,
Yup. one way is to upload the InfoPath form to some document folder on SharePoint (use SharePoint 2003 Document event template) . In order to show latest info, u have to upload InfoPath form every time after an activity is completed. Include a link pointing to this file in ur emails.
Alternatively, create a SharePoint list and update it accordingly after completion of activities in work flow. This is more clean approach.
btw, does ur InfoPath form has only single view ?
