This is usually generated by K2 Roles without a destination user.
Resolution
Review each K2 role for possible missing users, groups or SmartObject:
Go into K2 Workspace > Management > tServer:Port] > Roles, and check each of the roles there. Each role will need at least one valid user, if the K2 roles contains a group or Smartobject call the group/Smartobject call must return at least one user as the valid result.
