Symptoms
In a Form, when setting an embedded View's 'Default' property to 'Collapsed', the Rich Text control's toolbar buttons won't function in IE and Firefox, but not Chrome.

Known issue.
Resolution
A workaround is to add a 'When the View executed Expand' -> 'On the View, execute Rich Text control's Refresh Toolbar method' rule.
