Hello, I want to change background-color of form controls which are single/multiple line textbox by using Formating feature which is included in the their control setting windows.

I would like to change background-color of Employee ID(single line textbox), Expenses(multi line textbox), Destination City(single line textbox) from white to specified color in Fig2.

I'm pretty sure this can be performed by using rules.  Depending on how  you want or when the color changes, just set the rule to occur when the field is not empty.  So by default, set the color to be the yellow you like.  Once the control is populated with data, have the color change to white.
