How do you designate the assigned use of a workflow as \development\" in SharePoint 2013 On Premises?"

I've seen postings on how to designate the assigned use of a workflow in Nintex for Office 365 but have not been able to find anything on how to do that in Nintex for SharePoint 2013.  When I publish a workflow, I don't see an option to change the "assigned use".  I need to designate some workflows as "development" since we have hit our upper limit for workflows as per our license.  Any help with this would be appreciated!

with on-prem sharepoint you do not designate single workflows as productive or development.

with on-prem sharepoint its driven by product installation - you have to install a seprate sharepoint env a install there nintex product with a developer licence.
