How can a user with only the "Start" process right track his process till the end.

If you want to use built-in features like reports or viewflow then that user would also need View or View Participate rights.

So at the end of the day the user CANNOT Track progress of the process instance he created if he had only the "start" process right

What are the minimum process rights that should be available in order to enable the user from tracking his process?

That should be only "Start" and "View Participate" which means he can only view instances that he is part of.
