Has anyone seen the following error while attempting to publish a new workflow?

I believe that I have. Can you try renaming it to something arbitrary and then attempt to publish again? 

I have had a few instances of a workflow not publishing when it was named a particular way... but only sometimes... 

It seems rather random which is incredibly problematic.
