Form field background color not resizing

I have a form where a certain field (set to resize) background color will not fill correctly. See image below. Any idea what I'm doing wrong? Thanks for any and all help.

    is the label associated with the correct control?

    Yes it is associated with the control to the right.

    And also the label has the option "Resize on runtime" = Yes?

    place both label and control into a panel and configure fill-in color for the panel

    Try resizing the Grade label to the same height (top to bottom) as Grade choice control field.
