I noticed that when tabbing through a form with a keyboard or using assistive technologies on the SharePoint Online Responsive forms, there is a lack of focus  and hover states in the CSS on most of the form fields.

Per WCAG 2.0 AA 2.4.7 - Any keyboard operable user interface has a mode of operation where the keyboard focus indicator is visible.

A keyboard user tabbing through one of the forms has no clue what form field their on.

I can make the changes via CSS offline but there's no where to make these changes on the form itself.

How/when can we get a fix on these accessibility issues?

I would suggest submitting a support ticket. Also, you could submit a User Voice feedback.

Guess I'll have to ask our IT team to submit it. I don't have access to the support site.
