Symptoms

When attempting to create a P and D package, the following error is experienced:
Error 30003 RuntimeService has encountered an error. Authorization Failed
 

Diagnoses

Is SmartObject Security and/or SmartBox Security configured for certain accounts?

If so, non-configured accounts will usually see this error.
