Environment Library / String Table Relationship

I want to make sure I understand this relationship correctly.  My understanding is that when a process is deployed it binds to one of the predefined Environment Libraries.  If I need to change andy of these variables at run time I can do so through the string table which is a run time reflection of the Environment Library...Is this correct or am I on the wrong track?
