I have a question: can K2 smartform component be installed on seperate server without K2 server running. Because cient's K2 server is not allow to install VS.net on it.

The smartform component only needs to be installed on the machine that is used to develop the smartforms so it does not have to be installed on the K2 Server. Once the smartforms have been built you can move them to any IIS server in the same way you would move any ASP.net application.
The smartform component is design time only. It is just used to add the smartform objects to visual studio and facilitates the communication between VS.net and K2 studio.
