Cannot find \Declare as Record\" action in Nintex workflow 2016"

I am not able to see the action 'Declare as Record' in my Nintex 2016 workflow. The settings is checked in central Admin, Nintex workflow management, Action is checked for both libraries and lists.

Any help is appreciated

    is it permissioned to only specific users in central admin?

    Hi Cassy,

    I don't see any such settings in central admin and also I am using site collection admin account. Anything else I am missing here?
