Can we execute workflow to check if condition is met and send an email

I want to set a workflow, or should i call it timer job which checks the items in my smart object (SQL Server table) everyday and if certain conditions are met send an email at end of the day.

Can such action be don eusing K2 blackpearl Workflows.

This workflow should be possible by using the SmartObject event and executing this SmartObject, then perhaps storing the results in process data fields and using line rules to check if it should proceed with the sending of email or not.
