We have created a custom content type "SOX Procedure" based on the Document content type.  I am able to associate a reusable site collection Nintex WF template with the new content type and a SPD WF on the hub.  However the Nintex WF does not become available to the other site collections served by the Content Hub.  (SPD workflows do flow down to the other SCs)

Is this the expected behavior when a Content Hub is employed to centralize and administrate content types?

We are on SP 2016 prem and Nintex 2016 WF and Forms.
