Can't Delegate and Redirect tasks via Workspace Global Worklist

Symptoms

Unable to delegate or redirect worklist items as there were no activities to assign rights to

Diagnoses

Able to select users to delegate or redirect tasks to but "Select Activities to assign rights to" was blank

Resolution

K2 service restart

Is a K2 service restart the only solution to this issue?
