Error description: Authentication With Server Failed : Logon failure: unknown user name or bad password.
Diagnoses
On development we are unable to start a workflow, it gives an error on initialize step where folio is setup. I have tested other workflow I was unable to start a workflow. Below is the description of the error. I've also attached the screenshot for the error.

Resolution
Updating Connection String passwords in the environment fields resolved the issue.
