Symptoms
Attachment timestamps display in different time zone.
Diagnoses
These timestamps use the user's/site's region settings.
Resolution
Looked at the 'About Me' -> 'Edit Profile' -> '...' -> 'Regional Settings' and it was set to inherit region settings. Then went to 'Site Settings' -> 'Regional Settings' and changed the time zone.
