In a site that was recently migrated to SharePoint 2019, I created a list with a modern form, and classic workflow. In my workflow, I added a "Request approval" action. In my Task notification, and I inserted a reference for Approval URL.
When I select this URL in my email notification, it redirects me to a workflow task page instead of the page with approve/reject radio buttons.
