Symptoms

The following error was thrown when attempting to submit a form connected to the CoSign ServiceBroker: SAPI is not installed properly on this server 

Diagnoses

The CoSign ServiceBroker had not been installed on the server.

Resolution 

Installing the CoSign service broker on the server fixed the problem.
