Resolution

We found 3 processes that were giving this 30003 WorkflowEventSettingsRuntimeService error.
It was found that the SharePoint Remote Event Receivers where not created for the main Process using SP integration.

After we redeployed this process manually (download - open - deploy) the RER's were created and the entire category could package successfully.
