Forms: Dynamically generate fields

I am looking for a way to read a CSV file from Sharepoint and dynamically generate the Form based on this CSV file content. There is a "Form rules" section available in NWC, but it seems to be not generic enough. Please guide us.

I'm curios to know what the use case is?  What is the business/process trying to accomplish?
