Issue
When using fn-formatdate to format the date into a certain format, the runtime function will only work in the VIEW mode and doesn't work for in the NEW or EDIT mode.
Resolution
This is by design, the fn-formatdate only works in the VIEW mode; in EDIT and NEW mode, the date format will follow the Site's Regional setting.
