I was reading up on the Format this Value feature here: but I don't see it in my O365 Nintex action items. Is it no longer a feature? The blog post was 3 years ago. I would like my Form to display the name, department, and manager name without the initiator having to type it in. Is there another feature or function that would do that?

It's still there but the icon has changed from the orange fx to a black x
This will allow you to format variables and fields based on the format that you specify in a workflow. Having said that, from your description, I think you are after a form feature to display values associated with the current user such as their display name, manager, department etc. I note you've already found the relevant post that explains this feature but I'll past it here for completeness just in case someone else has the same question as you:
