Schedule Site Workflow action, dont start my WF, why????

The principal administrator sharepoint give me an administrator site permissions, and initial message "yellow ribbon" disappeared. I created a schedule calendar, save, but the WF dont start, why??? This feature need other configuration, permisson or purchase???

Thanks, I dont know what was problem, I created again the list, workflow and reinstall the app nintex in this site and the WF start normally.

    I'm no time zone whiz, so please correct me if I'm mistaken, but hasn't the "start time" not yet passed?
