I can not add the controls action in my Office 365 SharePoint site,Please advice.I can able to see the controls,but I can not able to set the properties.I am having full access for the site.Please response as soon as possible.

Can you try removing the site from Compatibility mode in IE (assuming you are using IE) and then reopen the designer in your browser. See if that works. I've recently experienced something similar (although it happened on-prem but this fixed it).
