I have a Repeat Section. There are two checkbox named Aflag and Bflag in the row. I want to do a validation while clicking submit button. The validation is to make sure the Aflag and Bflag have the same value(same checker or not) for each row.

Add rule on 'Bflag' control. 'Aflag' and 'Bflag' are named controls.
This working fine in 2013, try it in office 365.
