Issue
When running a document package with Email Delivery Option the User is encountering the following error:
Single email is not enabled for your organization or profile. (ExternalError)

Resolution
1. The access level might have been set to 'system emails.' > Set to All emails.
In Salesforce Classic: Setup | Administer | Email Administration | Deliverability, verify access level is set to 'All emails'
In Lightning Experience: Gear icon | Setup | ADMINISTRATION | Email | Deliverability, verify access level is set to 'All emails'
