Actual Behavior: Wizard unable to be run and grayed out advanced commands, screenshots below.
Expected Behavior: The wizard and ACs to be available for the specific user.
Resolution: The user was not added in the Permitted users in 'Wizard Catalog' permissions for the libraries in the Admin.
After the user was included in the relevant Library -> Studio/Console Permission, the issue was fully resolved.
