ISSUE
As Salesforce continues to grow, they will intermittently perform Instance
refreshes, resulting in customer's instance being moved to a new data center.
When a customer is affected by an instance refresh, they will receive a "“Mass via Reports has not been configured for this organization. This can be configured from the DDP Admin tab.” despite having mass enabled on their license.

This is caused by any remote sites for "loop" referencing the old instance.
ERROR CODE

"Mass via Reports has not been configured for this organization. This can be configured from the DDP Admin tab.”

RESOLUTION
1) Navigate to Setup|Company Information| Instance and locate newly assigned instance
2) After grabbing a newly assigned instance, navigate to Setup|RemoteSites
3)Manually update any remote sites associated with "loop" to reflect your new instance if it has changed.

Examples:
With My Domain enabled: https://{mydomain}--loop.{instance}.visual.force.com
Without My Domain enabled: https://loop.{instance}.visual.force.com
