workflow to save LIST metadata only - into a library

I would like to create workflow on a list to upload list metadata into a library. 

IF the list item does not have a document attached, I would like to use the workflow to attach a word template to be saved in the library along with the metadata.

 

Is it possible to set workflow on list that will generate a word document template to save in library?
