[Apex CPU time limit exceeded] error while uploading document template

Hi Experts,

I have created a new DocGen Package and now trying to upload the template file (.doc format). I am Getting  [Apex CPU time limit exceeded] error. We are on version 17.9

 

Below is the stack trace:
