What could be the reason that user cannot make a copy of a published process? Only export is possible in the menu. What should be done in order to copy a published process for all users. Our settings let all users to create new processes.

At this time it's a restriction of the system to not allow normal users to copy processes. You can view and overview of different user rights here: Identify user rights.
If you'd like like the ability for normal users to copy processes you can submit an idea on UserVoice.
