Out of curiosity, are you getting the error when adding a specific step in the workflow (i.e. Set Data fields) or when trying to publish the workflow?
Does this happen in a new workflow?

In my case, after I recreate table and update SmartObject, and deploy workflow(the workflow deploy successful before update SmartObject),deploy error occured.
