The reason all users are able to see all workflows is either that they are part of the process/workflow or they have their rights configured to “View rights” so which is they may be able to see all.
For each user - if you give them "view" rights - they can see all process instances for that process, however, if you downgrade those permissions to "view participate" only - they will only see processes that they have participated (been a destination user) in.
If you are looking for more restrictions than that - please let me know.
