Currently, to use the FORMAT_DATE function, you must specify the format to use.  In a globalized application, date/time formats are not always the same.

Would like to see support added for the following:

1) FORMAT_LOCALEDATE(date) function
2) FORMAT_LOCALEDATETIME(date) function
3) Expore skuid.utils.userLocale in Global merge variables
