To set Workflow Rights, some adfs user cannot be found and those users cannot access to K2 management. However, I have checked the identity table. Those users already exist.
I'm still stuck with the problem. If there is any solution please help.

Are the users from the same domain?
Same OU in Active Directory?
If you are able to search for certain users, and not others, perhaps the <LdapUserBaseObject> for the AuthInit/RoleInit in the HostServer.SecurityLabel specifies a specific OU that does not include the users in question.
