I'm assumed this is happening at the Registration Wizards step, are there any errors on the IE or Chrome developer tool's console section where it's stuck? If you try to add a host file entry with the app url pointing to the IP, then would it work?

Are you using the same user which was used to run AppDeployment? Please make sure that you have the required permissions to run the Registration Wizard as per documentation.
