open the views and check that there aren't any errors in the rules

we have had this before

if the views look fine and you can't see any errors, try save as for the form, and then check that in.

if that works, delete the problematic form

If you have a view on your form that itself calls into a sub view / form from its rules then you'll also need to make sure that the sub-sub view / form that is opened is checked in before you check in the main item(s).
